Fourteenth College

College Fourteen is one of the 17 residential colleges at Universiti Putra Malaysia. College Fourteen is part of the Serumpun Colleges, together with three other colleges, namely College Twelve, College Fifteen, and College Sixteen.

The Serumpun Colleges were established through a joint venture between PJS Development Sdn. Bhd. (also known as PJSD) and Universiti Putra Malaysia (UPM). The overall maintenance and infrastructure of the Serumpun Colleges operate under a Build–Operate–Transfer (B.O.T.) model and are fully under the responsibility of PJSD. This policy states that PJSD would provide accommodation at Universiti Putra Malaysia and monitor and maintain the buildings and facilities for a period of 25 years, with the agreement commencing in the year 2000.

The construction process of the colleges began in December 1998 and was completed in November 1999. The 25-year agreement generally binds the management system and ownership rights of the residential colleges between PJSD and UPM. After the expiration of this period, PJSD will transfer all maintenance rights back to UPM, and the university will have full ownership of these colleges. The B.O.T. policy was an option at the time to reduce the impact experienced by the country, which had just undergone an economic downturn.

College Fourteen and College Twelve began accommodating students in May 2000, during the first semester of the 2000/2001 academic session. The first intake of students residing in College Fourteen numbered approximately 1,000. In June 2006, a restructuring of the management of College Twelve and College Fourteen was implemented. As a result of this restructuring, College Fifteen and College Sixteen were established. This restructuring was carried out following the university’s intention to enable the management of the Serumpun Colleges to manage students more effectively. The term “Serumpun Colleges” is used because the residential blocks are identical and are divided among four colleges, separated only by wings and distinguished by designated college colors.

Universiti Putra Malaysia restructured the organization of its residential colleges and merged College Fourteen and College Sixteen under a single administration, retaining the name College Fourteen, effective 15 June 2019. This merger was the result of the Entity Governance Transformation Plan under the Office of the Deputy Vice-Chancellor (Student Affairs and Alumni). Following the merger, the number of residential colleges was reduced from 17 to only 9.
